It seems to me in this passage (chapter 16) that Aaron is performing an atonement for the sins of his sons. They were sinful and still entered the Holy Place. Therefore, it has to be cleansed. Aaron could not enter the Holy Place until it was cleansed or he would die.
I believe this emphasizes how God wants us to be pure when entering into His presence. Our first action when coming before the Lord in prayer or in worship is to ask for forgiveness and be right with God. I am going to make sure I am right with God when entering into prayer.
